 The day of the Dead Parade is a celebration of life of love ones that have passed.  The skulls are real, the family member of the deceased take the skulls.  Each year they celebrate and honor those that have passed.  The flower wreaths you see are from individuals who attend the event.  They place the flowers on the skulls to show respect.  You are allowed to ask their loved ones names and how old there were when they passed.
